Mostly, I have heard of scuba diving and snorkeling taking place in Andaman. Here, the training for several water sports is also provided and that too on cost effective basis. So, I think this would be the best option for you.
If you believe in what’s said by Vxplor, then you should head towards Goa. A journey to some island would surely come up as a costly affair while, Goa will be cheap for you and a variety of water sports could be experienced here.
